Designed for customers with multiple sites and the need to communicate those sites in a many-to-many arrangement. Frame Relay can be thought of as logical or dedicated leased lines with special line characteristics. In some jurisdictions, they cost less for comparable service, support and multiple applications, while carrying temporary bursts of sporadic data. Particularly suited for Local Area Networks that have a requirement to transfer data between them.

Frame Relay is made up of Permanent Virtual Circuits (PVC) with a range of Committed Information Rates (CIR). Only one physical link is required per location. Service is committed via the CIR during the network peaks and potential to burst up to full Access Bandwidth at off-peak period.
